Quebec Immigration Certification

In a much-welcomed move, the government of Quebec recently passed a law requiring that any certified immigration consultant who represents a client for a fee must obtain a license from the Ministère de l'Immigration et des Communautès culturelles (MICC - Ministry of Immigration and Cultural Communities).

To act as a Quebec immigration practitioner before the MICC, consultants must demonstrate proficiency of the French language by means of a certified assessment and pass the MICC examination pertaining to Quebec immigration regulations, among other requirements.

A certified Canadian immigration consultant (CCIC) who doesn't have an MICC license will not be permitted to represent clients before the Quebec immigration ministry but will be permitted to represent clients before Citizenship and Immigration Canada and the nine other provincial immigration ministries. A licensed CCIC and Quebec practitioner, on the other hand, will be permitted to act before all federal and provincial immigration jurisdictions.

A reminder to all prospective applicants who wish to work, study or immigrate in Quebec, you must obtain a certificate before the Ministère de l'Immigration et des Communautès culturelles before applying for your visa from Citizenship and Immigration Canada.
